ARCHITECTURAL RESTRICTIONS AND REVIEW:

Architectural Restrictions and Review are addressed in Article 6 of the Covenants while Design Guidelines are contained in Resolution 2023-11. These are both posted on the website under HOA Documents/Forms. Homeowners should become familiar with these two documents. Homeowners are responsible to the neighborhood for accomplishing periodic maintenance to the exterior of their homes, including, but not limited to stucco repair, painting, deck staining and driveway/sidewalk repair. This is required to maintain the overall appearance and property values of the neighborhood, as well to demonstrate pride in Centennial Glen.

ARCHITECTURAL OBJECTIVES:

a. Protect and preserve the quality of the neighborhood
b. Enable homeowners to achieve their personal objectives with respect to their property within the architectural guidelines and the Covenants.
c. Foster pride in the neighborhood

ARCHITECTURAL REQUEST AND APPROVAL REQUIREMENTS:

Improvements to or changes to the exterior of a home or yard may not be commenced until an application has been submitted to and approved by the Architectural Review Committee (“ARC”). The ARC will condition approval of an application on the following:

1. Inclusion of such information in the plans and specifications as may be reasonably requested by the ARC
2. Compatibility and harmony of the proposed improvement or alteration in relation to, and it’s effect upon structures, vegetation, and real property, as well as the overall community design
3. Inclusion of the Specific plants/trees/shrubs to be added which should be from the list of those approved for the neighborhood (These are listed on the website in the Maintenance Section)
4. The design, appearance and materials contemplated for any proposed improvement
5. The color scheme, finish, style and etc. of any alteration

REPLY:

The ARC will reply to all submittals of requests in writing within 30 days. For the most part, the actual review period is much less. The ARC may ask for re-submittal of a request if the initial request is not approved. Once approval is granted by the ARC, homeowners are normally expected to complete the project within 30 days of approval, or another Architectural Request form must be submitted. This applies to routine projects such as landscaping, stucco repair, garage door painting, etc. Unusual delays caused by contractor scheduling, etc. should be addressed to the ARC as soon as the delay is anticipated.

LOCAL/BUILDING CODES AND COSTS:

The ARC is not responsible for reviewing, nor shall approval of any plans or specifications be deemed approval from the standpoint of structural, safety, engineering soundness, or conformance with any building, zoning or other codes. Homeowners are responsible for obtaining building permits, if required, before commencing work. Additionally, homeowners are responsible for any costs related to marking, moving, expansion or damage to sprinkler/drip system.

APPEAL TO THE BOARD:

Any decision by the ARC may be appealed to the Board of Directors (“Board”) within 15 days after the initial decision by the ARC. The Board will issue a decision within 30 days of receipt of the appeal.

CENTENNIAL GLEN HOA APPROVED BUSHES AND TREES:

The deer browsing in Centennial Glen limit the plant selection. The following is a list of plants that have least been bothered at Centennial Glen or Colorado Springs areas.

CENTENNIAL GLEN HOA APPROVED WATER WISE LANDSCAPING DESIGNS:

The following landscaping designs shall be considered pre-approved for installation in front yards. An architectural request must still be submitted prior to initiating work. Additionally, homeowners are responsible for all costs associated with the installation, including any required modification of the sprinkler/drip system and infrastructure. The pre-approved designs can be found on the Colorado State University extension plant select organization’s “downloadable designs” website. The deer browsing in Centennial Glen limit the plant and scrub selection in our HOA. Some of the plants in these designs may not be deer resistant and may be substituted. The link is: https://plantselect.org/. These designs are certainly not all inclusive, and other water wise designs may be submitted to the ARC for approval.
